1/2 pound ground beef (90% lean)
1 onion, chopped
1 garlic clove, minced
1 1/2 cups water
1 can (14.5 ounces) diced tomatoes, low-sodium
1 1/2 cups low-sodium tomato sauce
1 small to medium head cabbage, chopped into bite-sized pieces
1/4 cup minute brown rice
Directions
Wash your hands thoroughly with soap and warm water before beginning.
Heat a large skillet over medium-high heat. Add the ground beef, breaking it into small pieces as it cooks. Once the beef is no longer pink (160°F internal temperature), add the chopped onion and minced garlic, stirring frequently until the onion becomes soft and translucent, about 3–4 minutes.
Carefully drain off any excess fat from the skillet using a slotted spoon or by tilting the pan.
Transfer the browned beef mixture to a large pot. Pour in the water, diced tomatoes (with their juice), and tomato sauce. Stir well to combine. Add the chopped cabbage and stir until it is evenly distributed throughout the liquid.
Bring the mixture to a boil, then reduce heat to medium-low. Simmer uncovered for 15–20 minutes, stirring occasionally, until the cabbage is nearly tender and has softened but still retains a slight bite.
Stir in the minute brown rice, mixing until all grains are submerged in the liquid. Continue simmering for 5 more minutes, allowing the rice to cook and absorb the flavors from the casserole.
Taste the casserole and adjust seasoning if desired. Divide evenly among 8 bowls or plates and serve hot.
